So is SHIELD an international organization or a strictly American one? Is SHIELD a branch of the U.S. military?
I'm just trying to figure out the hierarchy and all. Like, does Fury outrank an Army General? Can he give a Marine an order? What's SHIELD's jurisdiction exactly?

SHIELD is an international organization formed with the United Nations. It doesn't technically answer to any one nation, though Fury still has to play politics with national powers. Fury himself has to play politics with world leaders. SHIELD has jurisdiction in most countries though there are some exceptions which haven't accepted that treaty (Latveria, probably Wakanda, possibly Japan) and SHIELD can't legally operate there (but that's what covert ops and plausible deniability are for). Generally speaking if it's something SHIELD would want to claim jurisdiction over like a HYDRA attack or a superhuman outbreak then they'd get jurisdiction over local authorities.

So it's kinda like cops/FBI? SHIELD can't give a Marine unit orders unless they've been given jurisdiction over an area/operation? There's likely conflicts a lot over interests.

I think so. I would think it'd be closer to U.N. troops only more aggressive. There's tons of political quagmires. Most of the red tape and politics is handled after the fact so Fury doesn't have to wait for five forms to get six signatures in triplicate just to send in some SHIELD agents.

Couple more questions. Sorry, I'm working on some things and want to make sure everything's accurate.
1. In another thread you said SHIELD has been around since WWII but wasn't revealed to the public until 2002. How high up would you have needed to be to know about it pre-2002? With the way SHIELD has generally been portrayed, I find it hard to believe it could be secret that long. Especially since it's a multi-country funded organization. Someone would have eventually spilled the beans, even if only out of spite.
2. What's Nick Fury's timeline? I mean, how long has he been in SHIELD and when was he put in charge?

1. There are leaks and high government officials, but up until its official reveal it's mostly only known by a handful of individuals with powerful connections. I'm not sure what exact rank you would need to be. As an example, as of 2000 for Fantastic Four, the only people who know about SHIELD in that title are Lucia Von Bardas and Victor Von Doom (besides other SHIELD agents that is), mostly through connections in intelligence and possibly looking just a little too deeply into some of their government contracts. Also keep in mind that information was a lot more easily controlled back then with even the internet being a fairly new thing. So not publicly known, but a lot of higher ups would at least know of their existence.
2. That's... an excellent question. I'm honestly not sure and that may be something the community needs to discuss. It could even be he somehow has longevity and he's the original director. I know that at least as far back as 2000 Nick Fury had already been the established leader for quite some time.

It makes no difference to me, but my 2 cents would be that he should be a normal human. He should have started out as an agent and worked his way up. Making him some immortal hero from WWII robs something from him, IMO.

So lets be generous and say he's 60. he would have been born in 1950. Maybe put in charge in the late 80's?
Who then was in charge before then? A father, maybe?

Nick Fury having an extended lifespan would be in line with the comics, but I can see why there might be objections.
I'm not sure who would be the predecessor. Peggy Carter maybe?

You're right, Dob. That's how 616 did Fury, but like Star I'm partial to the Ultimate non-immortalized version so my vote's all in for Peggy.

She takes over in, lets say, 1945 at the age of 30. By 1985 at the age of 70 she retires. Sounds right to me.

I don't like Fury being 60, but maybe that's just me. If you're willing, we could have Alexander Pierce as the head from, say, 1980 to 1995. Another possible candidate is Dum Dum Dugan. Other ideas?

My only requirement is that he was in charge when Scott and Alex were found 16 years ago. I'd be fine with him being new at the time (maybe x-factor was his first real project as director).
