Firstly is should be noted that SHIELD is a convert grade paramilitary branch operating under limited and often nonexistent control and supervision with cloaked funding. The following officer rank structure would be a remnant from the founding of SHIELD in the 1940's, and may or may not reflect the internal workings and processes of the group therein at present. Some organizations care about rank and protocol and some are notably more lax. This can be determined as the stories are written. This is designed with the idea of SHIELD membership being roughly 8-10 thousand, a common number among special ops and paramilitary groups. This can be adjusted.
Officer ranks, or commissioned officers. (AKA career, not contact based)
General (four star) -Nick Fury
Lieutenant General (three star) - Head of Reseach and Development. Later heads team that rescues Captain America. -Phil Coulson
Major General (two star) - Head of Intergrated Field and Peronsonel (X-force, other “Special groups”) - Maria Hill
Brigadier General (one star)
Following ranks have multi able holders.
Colonel
Lieutenant Colonel
Major
Captain
First Lieutenant
Second Lieutenant
Command Chief of SHIELD - Mouth piece and face of the organization to the congress and other governmental bodies. Needs to be someone good at saying "no" in as many ways as possible but also nicely.
Agent, general class. -These are the "grunts" of SHIELD. The nameless hordes we can send forth.
That's the bare bones. I can make it more complicated or streamline it.

I think we could do without the general military terms. We might be better off with following the MCU path and just having a Director and several thousand agents. Their rank would be notified by their clearance level or a color.

For the most part, I agree with Drake, though I'm thankful for the research.
You have your average SHIELD Agent. You have basic supervisor types. You have department heads. You have the people who answer directly to Fury. You have the people who answer directly to Fury and Fury actually trusts (less than like 10 people in the world). And then you have Fury.

If SHIELD is as shadowy as you claim, having ranks for those in the public eye would help. At the risk of being confusing, agents could have "ranks" that are mostly just titles to make others more comfortable when dealing with SHIELD.
For instance, Rhodey is the SHIELD liaison to Stark Industries. I figure Howard Stark himself if privy to some level of knowledge about SHIELD but the board members and such aren't. So rather than introduce Rhodey as merely an Agent he's introduced as Colonel James Rhodes. It makes them feel more comfortable hearing he has a real rank they're familiar with.
Or we save ourselves a headache and do the Agent thing. It's fine with me.

Just putting my two cents in here, but based on growing up an Army brat and my own tour, I've discovered that, for even people in military, it is generally easier to go with paygrades, as they are a clear-cut line, a definitive, numeric classification.
Enlisted would be E1-E9, and where there were different ranks in each paygrade, it was pretty much defined by the level of respect that each individual commanded once you reached the E6+ range. Warrant Officers saw W1-W4 where Officers saw O1-O...8, I think? But my point is, it was a very, very easy way, especially for the reserve corps and new recruits, to define who our leaders were and who their leaders were.

I thought about that, we have the same kind of system in the AF where I grew up, but non-military folks have always had a problem with it. I guess the titles are easier (??). If people here want to go with that, great. So long as I know what to write when the effected scenes come up I'm fine.

If my understanding is correct (feel free to correct me) publicly, the head General of SHIELD, in practice the logistical Director.
I would say if in a public venue (meeting with non-SHIELD personnel) General. If among members, Director.

I can change it if we decide otherwise, but I currently have Director be the rank of anyone in charge of at least part of SHIELD. So when Coulson takes command of the Helicarrier in Fury's absence, he's Director Coulson. In X-Factor, I guess that would make her Director Hill. General I would think would be Fury's actual military rank and possibly what the other Directors refer to Fury.

Request for assistance.
I am writing a WW2 story on the other side and while I know AF jargon I am not so hot on Army. Anyone have the means of filling me in so I can get it relatively close?
